Counterfeit?

I have added a speculation that Norrell's evaluation of this book is correct and that it is likely a counterfeit. Considering the high price of paper - roughly 4 pence per quire of 25 sheets - it would not have been used for something like presenting a bill for a few pence worth of beer or ale.
